Les raisons de la Réglementation Environnementale 2020
Le bâtiment demeure le secteur le plus énergivore de France. L’objectif de la RE 2020 ainsi que d’autres mesures reste de réduire de manière importante les émissions de gaz à effet de serre du secteur. De fait, trois normes sont définies :
- Avoir une consommation de chauffage faible. En effet, les nouvelles constructions doivent avoir une consommation de chauffage inférieure à 12 kilowattheures d’énergie primaire par m2 et par an. Un défi lorsque l’on sait que la consommation moyenne des logements en France demeure de 110 kWh/m2/an.
- Réduire la consommation totale d’énergie. Pour cela, la consommation totale d’énergie primaire (chauffage, eau chaude sanitaire…) pour les nouvelles constructions doivent être inférieure à 100 kWh/m2/an.
- Produire une énergie renouvelable. Cela permettra de disposer d’un bilan énergétique passif ou positif : on pense par exemple à l’installation de panneaux solaires photovoltaïques.
RE 2020 : des exigences de résultats
Le gouvernement a défini cinq exigences de résultats concernant la Réglementation Environnementale 2020 :
- L’optimisation de la conception énergétique du bâti indépendamment des systèmes énergétiques mis en œuvre ;
- La limitation de la consommation d’énergie primaire,
- La réduction de l’impact sur le changement climatique associé à ces consommations ;
- Le contrôle de l’impact des composants du bâtiment, du chantier jusqu’à leur fin de vie, sur le changement climatique ;
- La limitation des situations d’inconfort dans le bâtiment en période estivale.
Deux autres éléments sont également imposés, mais à titre indicatif uniquement. Ils concernent : « l’impact sur le changement climatique du bâtiment, évalué sur l’ensemble de son cycle de vie » ainsi que « la quantité de carbone issu de l’atmosphère et stocké dans le bâtiment ».
Quelle date de mise en application ?
C’est au 1er janvier 2022 que la RE 2020 entrera en application, mais uniquement pour les bâtiments d’habitation ou partie de bâtiments à usage d’habitation. Les bureaux et bâtiments d’enseignement primaire et secondaire seront concernés le 1er juillet 2022. Puis au 1er janvier 2023, ce sera au tour des extensions de bâtiments précédemment cités ainsi qu’aux bâtiments provisoires.
RE 2020 : différence entre maison passive et maison positive
Tandis que les maisons positives (également appelées BEPOS ou Bâtiment à Énergie Positive) produisent de l’énergie et respectent donc les contraintes de la RE 2020, ce n’est pas le cas des maisons passives. En effet, une maison passive est associée à une consommation d’énergie très faible, voire inexistante, mais ne produit pas d’énergie.
